How do they work?

Black Light or "near ultraviolet" ranges from 310 nanometers to 400 nanometers and should be distinguished from the erythermal and bactericidal regions of the electromagnetic spectrum. The normal human eye is sensitive to the radiant energy only between the 400 and 700 nanometer wavelength.The Black Light fluorescent lamp contains phosphors that convert shortwave ultraviolet energy into near ultraviolet wavelengths. These wavelengths, cause the phenomenon of fluorescence to occur. The spectral radiation peaks at about 370 nanometers, and extends far enough into the visible range to produce a small amount of bluish light.

Black Light compact fluorescent lamps are electrically and physically interchangeable with regular compact fluorescent lamps.Here are some other uses for Black-Lights:
